two hit-and-runs in LA. what's the deal?

Two pedestrians in two different locations were struck and killed in Los Angeles on March 29. One case received widespread media coverage and was assigned no less than 16 detectives, who put their other cases on hold and arrested the allegedly responsible driver within a week.

In the other case, one detective is making his way down a list of slim leads, one by one, working on it when he can spare the time from the rest of his case load.

The LA Times asks why the amount of manpower spent on each case has been so different.
